In line with the commitments made under the United Nations Framework Convention on Climate Change, and in accordance with paragraph 14 of the Global Goal on Adaptation of the COP28 Final Decision, and more generally with the entire section dedicated to monitoring and evaluating the level of adaptation to the climate crisis, both Spain and Catalonia have developed adapted adaptation plans for their territories. On the Spanish side, there is the National Plan for Adaptation to Climate Change (PNACC) 2021-2030. In Catalonia, at the autonomous level, there is the Catalan Strategy for Adaptation to Climate Change 2021-2030.
Objectives:
- Our session contributes to climate action by presenting innovative approaches to tracking and enhancing climate change adaptation through the use of national indicators. By sharing our experience in developing a Global Adaptation Indicator, we provide a model for other regions and countries to monitor the effectiveness and cost-efficiency of their adaptation policies. This helps ensure that resources are used effectively, and vulnerable communities are prioritized, especially with the inclusion of climate justice criteria in our latest revision.
- The session fosters knowledge-sharing on how monitoring, reporting, and evaluation (MRE) systems can be integrated into national strategies to reduce climate vulnerability, make data-driven decisions, and improve resilience. Ultimately, our approach supports the broader global objective of adapting to climate impacts while ensuring equity and inclusivity in climate action.
